Go look for Crimson Editor and download it. It hasn't been updated for a while, but its a default install for me on any PC I put together.

Sorry, thought you meant you were trying to edit the b2e files, not edit within it.
b2evolution is written in PHP. Most editors which can handle HTML (such as Dreamweaver or Notepad or Vim) will edit PHP. You can usually configure the way in which code is displayed in colour.
