This may not be a bug but a feature or transition that is still on-going but anyway, I have to re-add the enable = 1 line in locales.php under the "English (US)" language entry to make the Regions tab/setting working correctly.

If I checked another language and click save, it gives errors and say that the default locale must be enabled.
