My b2evolution Version: 2.x

I'm trying to change the time difference from -2 to +1 on b2 and it will not allow me to change it. No matter how I do it, how I enter it or which browser I'm in the time difference refuses to be changed.

I go to Global Settings > Regional > Time difference, enter +1 (or 1) hit either the ENTER button or SAVE and it goes back to the Dashboard page and the time is still at -2 difference. (Checked tests posts, still at -2),

Anyone that can help, appreciate it - anyone that can make balloon animals I need a giraffe.
