My b2evolution Version: 2.x

I just attempted to access my 2.4.5 blog to create a new post and received the following error:

Forbidden
You don't have permission to access /blog/index.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

I don't have a clue what that means, so I tried cPanel and was able to get in. Then I ran a Check on the MySQL database and received this report:

Since I am the ONLY authorized user of this database, does this mean that someone has hacked into my blog?

I ran the cPanel database repair and it all comes up as OK now with no warnings, however, I still can't access the blog via the web client. Does anyone know how I can fix this?
