putenv("LC_ALL"...) in 0.8.3-alpha1

0.8.3-alpha1 (CVS snapshot) uses putenv('LC_ALL"...) for locale setting, but
default of safe_mode_allowed_env_vars is "PHP_ ", so you need to add "LC_"
by editing php.ini.

This may not be compatible with many hosting environments.

Hehe, that's one more reason to get rid of gettext ;)

alpha 2 works without gettext ;)

Starting with 0.8.3-beta1, gettext and puttenv are not used any longer. So we're clean.
