About the Global Setting : Regional

Before I create my own language,
I tested it really works fine.

I tried to change the locale to ru-RU, since when I download version "los angeles" it's language already included.

well, after setup ru-RU, I logout and close windows browser.
and reopen web browser to log in.

It looks fine, the language is changed at the log in page.
However, after login it display english.

below the post, it display " send feedback"

so I checked the .po file to check it is not translated. but it is translated.
I so wondering, it will work fine or not if I change to my own language.

or any help ?
am I missing something at my browser ?

To switch your system to another locale make sure you edit all 4.
User locale > Global locale > Blog locale > Post locale

Thanks so much..
I changed..

However I don't know how to change post locale.

But I found this
after change all 3 locale, global, user, Blog locale,
when I post for testing it changed perfectly, except previous post.

This blog is so ~ good.

You can change old posts locale in the top right corner of the "Expert" tab.
