It appears that PHP5 was the problem. I downgraded to PHP 4.3.8 and everything started working.

something must not have been configured right in your php5 install....mine runs just fine with iis6 now....granted i had to get a dev version from http://snaps.php.net to fix the rss and access violations.
Interesting. If you view source on the page that you get, where does it stop? (Please don't paste a huge amount of HTML if it's long! Just the last bit, so that we can see where it's stopping.)
Have you tried this in a different web browser?
