My b2evolution Version: Not Entered

I'm on v1.9.1 beta
I go along fine..in and out.. making changes..adding..etc.

Then when I go back again to log in.. it absolutely refuses to log me in.
Just 2 minutes since my last log in.

Once it kept me out for 2 hours.. then it lets me in.

What gives?
