I already have this disabled for my users and they still get them.
"Message form: check this to allow receiving emails through a message form" unchecked. along with "notifications" being unchecked.

Further to this, the email all my registered users are getting is actually the same email that i get as admin, eg.

There's an option in user profile to enable/disable the message form. This is a per-user setting, you can't disable it globally.
You can let your users know about this setting by emailing them, use [url=http://forums.b2evolution.net/viewtopic.php?t=16454]Mail sender plugin[/url] for it.
