UTF-8 Chinese characters cannot be displayed until login

My blog http://www.kwongtai.edu.mo/blogs/index.php?blog=7 is encoded by Trad.Chinese (UTF-8).
The chinese characters cannot be displayed correctly in the English Windows until login the blog.
Who can help me?

I've fixed this problem by setting the value of $evo_charset and $force_io_charset_if_accepted in /conf/_locale.php to 'utf-8'.
