No user registration on blogs?

My b2evolution Version: Not Entered

I have looked all over including docs. I can find info to allow admin to manually add a new user but I can't figure out how to add a link for people to register to comment? There is a log in link? No register link?

This is my first use of B2

Global settings > General > check allow user registration

Sections under Global Settings/General are:

Timeouts
Caching

Ok, you are using b2evo 4 then
Navigate to Users > User settings > Registration
Or open this URI admin.php?ctrl=registration
