We have strict standers for the way content appears in any form on our site. We do not want any of the approved content posters to have the option of creating any custom styles.

Try going to Global Settings > Plugins, then disable the TinyMCE editor. Does that do what you want?

You can toggle between WYSIWYG and HTML by the button under the text area
