Mercury Mail Failure (PHP Server)

Hi group- I have a strange problem I think. When inside my Admin console I can send email to a contact. When outside, on the web site, I cannot use Contact function as it returns: 'PHP mail() function may have been disabled on the server'.

Weird... works from inside the admin console but not from the web page.

I have:
B2EVOL 4.1,2
WINXP SP3
XAMPP full
Mercury Mail

Any suggestions?

I have /never/ had any luck upgrading B2Evo and I have always lost my pages. Reluctant to upgrade unless I want to take chance losing everything.

Thanks anyway; will keep trying. But may have fixed issue; maybe.
