I don't know if there is any plan to include such a thing as part of b2evolution, but you can probably use http://www.botablog.com/index.php to serve the purpose. I don't use it as I don't dig on emailing blog posts, but as far as I can figure out the blog admin has very little they need to do. Just tell people to go make a botablog account and subscribe to your blog's syndication feed through it.
