Go into the Regional Settings like you did before and then set the time differance from your server time and your local time. The page should tell you what the server time is....

Thus, if your server time is 14:30 and your local time is 11:30 then the differance is 3 hours. Enter "-3" in the box. If your server time is 14:30 and your local time is 17:30 enter "3" in the box...
