Users auto register but No posting access

I have the system set to give auto-registration, I have it set to give users level 5 access, Group for new users is Bloggers.
The following are the Permissions set for the Blogger group. Are these set right? Are these settings safe for a Multi-user environment?

Blogs: Full Access
Statistics: No Access
Antispam: No Access
Global options: No Access
Templates: Check to allow template editing. (Should I check this??)
User/Group Management: No Access (Not sure about this one either)

Each time a new user logs on they do not have access and i must manually go in and click on Blogs, then the permissions tabs and click on each box so they can have access. When I do this manually I click on
everything follwing the users name up to and including Deprecated (I have no clue what this means!!)

it is 'normal' that you have to grant access the users to specific blogs.
That is not included in the the standard version.
