What directory are we talking about? And what user should I give write permissions?

/skins/custom/ and all of the files within.

You need to give [computer name]\users write permission.

Lol, it's a windoze box, there's always security issues ;)

I've been running my install (on a windoze 2k3 box) with those permissions with no problem. You could just change it to write access whenever you want to edit the skin and change it back to read only when you're done.
