For the specific blog I turned on (checked) "Allow customized blog CSS file", then created and allowed uploading of style sheets, then uploaded a style sheet to media/blogs/blogname and it didn't work. I then renamed the style sheet "custom.css" and it still didn't work.

Okay got it. Name the style sheet "style.css" and it'll work as one would expect.
