Skins won't change in v 1.8.2

HI I'm a newbie I don't know if I have done something wrong but after I installed v1.8.2 I was browsing the different skins trying to decide which one to use. I found one to use for now but when I went to change the blogs to the same skin nothing happens all of the skins seem to be stuck and won't changed. Can somebody please help.

So the skins are changing temporarily (instead of permantly) for the user? OR The default skins are not changing?

I have found a solution I don't know if it is the correct one but I uploaded the skins and skins admin again and it all seems fine again.
