I havent used any blog before but I installed it now. Created a user too. But user and admin sees the same, simple list of forum categories.
So what? What are next the steps? How can a user create a website? A blog? All I see is just a simple forum! How can I improve? How can get the great blogs?

I think blogs are much more interactive than forums, and more personal too, especially the interaction between blogs themselves. It also is a lot more esthetic. why don't you go there an have a look at the pros and cons:

As for the great blogs you are talking about, there are many way of making yours so. check out the EXTEND tab on top of this page.
As for each users, you can define their accessibilities via ADMIN back office (remimber to check the wide view.
All you have to do now, is find your theme/subject and fly :)
