I have set up a user group with "No Access" to admin area. The users in this group are not able to use the "Password forgotten" system. They will get the email - and after clicking it they will get the "You will not have Access to this area" banner/site. So they are not able to change their own password.
I guess, this should work independant of access to admin area. They should get the password fields to change their own password.
All you need to do is enable "In-skin login" (http://b2evolution.net/man/in-skin-action-settings) and the password change link will lead them to a form in the front-end, so they will be perfectly able to change their passwords.
