After update to 6.6.6_stable, admin bar is no longer a bar

was going thru site after update and mid way though setting up / confirming plugin settings the admin bar that renders on the frontend stopped being a bar and is now just unstyled html

I need some help here locating the cause / solution for this problem.

You are using a custom skin that does not include the correct "base CSS" file from b2evolution.

Compare the CSS includes of your skin with a few default skins and you will see what is missing.
