Hi. What version are you using? Apologies ~ my screen was zoomed and didn't display properly.

Just looking at the code you supplied?
640 if( substr( $url, -1 ) != '?' && substr( $param, 0, 1 ) != '#' )
That seems fine, so something in the $url or $param could do with investigating
