You may not have changed them but your host may have changed a million things in its PHP configuration. You will be stuck with this until you accept to learn details about how unix file permissions work and the several different ways you or your host can screw them up for you.

although this will lead to nowhere: It would be a great coincidence, that two independent hosts would screw php at the same time with the same results, just in the moment of updating b2e ;-)
But forget about this.
An annotation: b2evolution is really awesome and the support is fine - but it would be great if it could be a bit less dismissive

I have to come back to this issu.
why does the system want to delete the file maintainance.html?
thought that it would be renamed → http://b2evolution.net/man/maintenance-html
Meanwhile there is a problem - I don't know whether it is realted to this.
The system is bombarding the server and the server locks the system (Connect error: Connection refused (111) (5)) - to backup runs into 503, also several other functions like IPs in Analytics, Backup etc.pp.
Test Flush seems not to work properly.
I attach a slow log. I reinstalled the blog, keeping DB, media, conf and .htaccess
Whats to do? The hoster points to the system.

Which webhosts are you using?
Which are the 2 where you have a maintenance.html issue?
Which is the one which gives you the slowlog?
