I've upgraded my Arabic blog to 1.9.2 and I got almost everything working except for the post. They show as ???????????????????? in both front and back office.

The title translate OK

I looked at the DB and the old posts which show OK are stored as UTF-8 but the new ones are not.

I've change /config/locales.php

$evo_charset = 'utf-8';

$force_io_charset_if_accepted = "utf-8";

$db_config['connection_charset'] = "utf-8";

$default_locale = 'ar-QA';

But that did not change anything.
