My b2evolution Version: Not Entered

Which function format the post when you save it, and which one format it for output from the web?
Also. which function format it when you edit in the backoffice?

I'm using 1.9.2

This functions do not seem to allow utf-8 as $format. My problem is that the title of the post comes correct but the post comes as ??????????.

I check the DB and the content is not stored in utf-8.

I'm really confused about the post title format OK. while the post does not.

I really appreciate you help on this.

I'm afraid I don't have any experience with using other charsets, probably the best person to ask about this is Blueyed
