My b2evolution Version: 1.9.x

I've created a new user in my blog, and gave them 'Member' permission in the Back Office>Blog Settings>User Permissions.

I've tried 'Customizing' their permisions, but when I point them to the blog from their main website:

http://www.corsairyc.com/members/blogs/index.php?blog=5

...They just get our 'Welcome' screen with no ability to post a new topic to a chosen category. What am I missing?
