[1.9.x] No skin or images just text (using xampp)

My b2evolution Version: 1.9.x

I have resently styarted to use b2evo.
Made a nice blog for private use (max 10 users).
Im hosting it on a (windows XP pro SP2) pc at home.
Im using [url=http://www.apachefriends.org/en/xampp.html]xampp[/url] because im totaly new to apache, mysql, etc.

It worked fine for 3 days but now when i login (remote or via localhost) i only get to see the text, no layout, no colors, no images.
Its also very slow (maybe because it tries to load the skin/images).

I restarted the pc, restarted the services from apache and mysql but still nogo :(

I have no idea where to start...searched the forum and google'd..but no clear answer...

Does it resemble this page ([url= skin[/url]) or is it worse?
You seem to be lacking your css file. This should be in the folder ../blogs/skins/your_skin/ where 'your_skin' is the name of the skin that is set default (if you didn't change anything) is 'custom'.

What happens if you go into your BackOffice (login as Admin)?

My ISP was so kind to reset my IP adres, i have had the same for almost a year now but today they changed it for some reason :(

Anyway, updating the base url solved the problem... :)

I was really lost... until i tried www.whatismyip.com and noticed all had changed.
No to prevent this i am looking into a free dns untility.
