My b2evolution Version: 1.10.x

Hello,
In the situation that user X has blog BX, when setting the X user`s permissions, is it possible that the Blog Settings tab in admin panel dont have the User / Group permission tabs? Or, other way to block the X user to giving permissions to any other user?
Also, disabling the tabs will be good because having the list of users is something i would like removed.

Edit: I looked into the code, i think i found where the page for these settings are, but i didnt find where the menu is generate, i think disabling the menu option will do the trick.
