Is b2evo v2.0, offering a news or plugin updates framework for developers?

So plugins can specify a news and updates rss url. So if news is available then it will be displayed in this news area along with updates. Also if an update is available then the admin will be notified etc based on the level. Kind of a little notifications part in the backoffice.

So as it is rss, we should make it abide by the frequency rules, so say 2 checks a week a week.

I could make a plugin that does all this, and make my plugins use the api.
