My b2evolution Version: 1.10.x

Is there anything specific outside of b2evo that needs to be set up in order for the antispam polling function to be added to the scheduler? I've added "Poll the antispam blacklist" to the scheduler with a repeat of every 12 hours, but it never runs. The job never changes from "pending" status. Any ideas?
