In (Back Office) -> App settings -> Regional you can set a time for the blog, which is typically different from the server time.
This doesn't help you if you've got posters from all over the world or all over different time zones. However, posters can set the issue date and time after writing a post. If they get the difference in timezones correct, it will appear as if they wrote the post at a local time.
