My b2evolution Version: 1.9.x

Hi:

I want to host and encourage user blogs on my server, with B2Evo as the administrative hub for managing those blogs. As such, I have a couple of quick questions...

1) To what extent does B2Evo enable the establishment of multiple blogs, each with unique users?

2) For each blog created for each unique user, to what extent can each unique user create and maintain a unique skin and custom look/feel for his/her blog?
