Is there anything (hack/plugin) to allow hierarchical permissions?

I have multiple blogs, and I would like to make "admins" for each blog where they can add users for their blog and dictate access, but they should not have access to any other blog, or to the admin's user account.

Any assistance would be appreciated. I'm still doing searches on the forums to find something/anything.
