On the Dashboard the first tab is called "Global"

But after clicking Blog Settings it changes to "List"

two labels for the same screen -- unless there is a distinction I'm missing, I vote for both saying "List" (so as to avoid confusion with the top-level admin menu choice, Global Settings)
