Morning all,
I've had a look through the manual and I can't find anything anywhere that explains what Static File Genreation is and what it's used for. I guess it's some how related to stubs, but I'm not sure.
The setting is found under 'Blog Settings >> Advanced'.

Well done! I think it's one of those things that if you don't know what it is, you don't need it. Not really sure why it's so prominent in the interface, really.
