yeah, so definately something is fishy.
look at this screen capture of a mouseover when i try to click on a link
to answer your question, i added the slashes myself because i frequently see4 (yes count em 4) slashes in the url provided. seemed strange to me too, but i don't code in .php so what do i know?
notice the url at the bottom of the pic, WITHOUT my webpage in front of admin.php

conf/_basic_config.php ... meander down and remove all the extra /'s that everyone's talking about, from $baseurl ;)
