Floating Action button Where to place html?

My b2evolution Version: 2.4.5 released on 09/17/08

Ok now I am stuck on the other blog.

I had this working on a 1.1.9 but don't seem to be able to find a spot that I can use to call up the Floating Action Button. http://floatingactionbutton.com

All it will have is an rss feed on it.
Anyway I have built the button so it will hover about halfway down the left side over the back ground.

finding a place that will take this html has killed a whole day so I thought I would ask for help.

the css file it is calling is on the public_html directly

on the 1.1.9 it went between the <head>
and the <body> tags in the skin that was being used.

Ultimately if there was a file that would make it Global that would be real cool. That is what I looked for most of the day, Since I couldn't get it on the skin ether.
