Currently, v2.4.6, when you are setting up your group permissions you have to think of "users" and "groups" as the same thing. I know that sooner or later EVERYTHING can't be a setting, but wow I want some folk to be able to move others into a new group. That doesn't mean I want them to be able to edit the details about the groups, but right now we have no choice: they are joined at the radio button.

So my request would be to try to split some items that, even though functionally related, aren't actually really desirable on the same setting button. "users and groups" is what prompted this post. "tools" also needs to be split off from "settings" yah?
