Correct me if I'm wrong, but this sounds like we need an extra hook. Something like "PluginSettingsEditReview"?

I think we should use the same hook. The only difference (as I think) between [Save] and [Save and review] is when you click [S & R] it takes you to the same editing page. But all actions should be the same.

I consider it as a bug, not as a feature request.
