Edit the post. In the right side menu in Admin you will see a Section headed "Comments"
Select "Open"
i tried that but it didnt work.

but as it says this is for posts. i am talking for when setting an item type as PAGE. go to any post, edit it, then go in expert, look on the right side you will see type. change it to page. you will notice the comment section is unavailable.
Works for me!! I posted a brand new post as Page, went to it, edited it, ticked Allow Comments and it does.
I also edited an existing post, with comments, to Paged. Existing Comments remained as did the ability for others to comment.

I'm not sure about this but it may be a skin/version issue.
hlbsehayek you should link your blog here - a 'page-type' post actually. Because if the code in the skin doesn't allow comments on a page type then no setting will overcome that. Otherwise the two methods of controlling commenting have been covered: first is if they are allowed at all (blog settings, features) and second is they are allowed on the individual post (no matter what the type).
I'll guess that the skin is Glossy blue, no idea if it has a page.main.php, but my money's on that one :D

The 3* version of Glossy does have page.main.php
Maybe an upgrade is the best solution.

i have a page called about so that it displays in the menu bar but when i click about i dont see any comment box. what do i do?
