You installed version 1.10 which is pretty old and doesn't have "global settings" tab. Consider upgrading to v3.3 http://b2evolution.net/downloads/index.html

I think it was called App Settings in 1.10.x

I would certainly think about upgrading though.

OK, I suppose upgrading is an option, though my web host provides 1.10.

I have never had any issues with my upgrades. Instructions are included in every release. As always, make backups of your files and database before starting any upgrade - then you can get back if you need to :)
