I have tried numerous time to set the blog to pacific time. I have contacted my isp and they made a change in the htaccess file. Still doesn't work. I put the "-3" in the field but nothing happens.

What next?

you put -3 in the field and nothing happens. Do you mean the time didnt change? can you provide screenshots please?

I contacted your ISP, did they check if their server's time are correct?
