hello,
whether the possibility of the creature exists multi-bloga? whether the possibility of creating the blog exists for other userow? multi-user? does the independent possibility of the registration of users exist?

b2evilution does support creation of multiple blogs and multiple users. You can allow user registration on Global settings > General page.

There's no feature in b2evolution 3.3.3 to create a blog for each new registered user, b2evo 4 provides that functionality though.
