I need advice about blog organization. I would like to run multi user bilingual blog in more different categories. Is it good idea to build two blogs for each different language and make subcategories and categories inside of them?
Could I make rss channel for each category latter?
How could I make search engine friendly url for each post to look somethig like: subcategory/category/article...?

i can't tell you if it's a good idea or not, but i can answer your other questions.
1. feeds for each category is possible by default. http://www.your.domain/xmlsrv/rss2.php?cat=1 or 2 or 3, ...
2. do you need the category in the url? because a url like http://www.yor.domain/index/2005/01/27/title is already possible
