Whenever I request a update from the centralized blacklist, I always receive:
Requesting abuse list from b2evolution.net...
Latest update timestamp: 2000-01-01 00:00:00
No response!
Done.
I've never once was able to obtain an update. I can't report spammers either. I'm running .9.0.10 installed by fantastico.

It does a ping thing to get the latest update. Maybe your host doesn't allow it? Sorry, but it's the best guess I can come up with. Sometimes the site is unavailable, but not *all* the time.
