IE browser prompted:

"The page cannot be displayed
The page you are looking for is currently unavailable. The Web site might be experiencing technical difficulties, or you may need to adjust your browser settings
"

With Firefox that tag is no response.

I can't look into your admin Control panel offcourse, so I can't see what is going wrong.
In none blog you are able to click on that 'categories' tab ?

i have the same (probably) phaenomen (0.9.12), however i use firefox and apache.

As i click the category to edit the category properties, i receive the popup(winXP):

Apache.exe has encountered a problem and needs to close. We are sorry for the inconvenience.
