I've been reading a lot of posts and trying to get my head around the 'permissions' thing.

I've read that user levels are no longer used. However, in my testing, I've discovered that in order for the 'Admin' link to show up, the user must be given a user level of at least 1, no matter what permissions they're given or group they're put under.

Is this correct?
