I don't think it is possible to block a given IP in a default [url=http://b2evolution.net]b2evolution[/url] installation.
Try to:
Remove the undesired comments.
Get the latest antispam blacklist.
Add the undesired keywords to your (local) antispam blacklist.
If it's not already done, consider upgrading to the latest [url=http://b2evolution.net]b2evolution[/url] release, currently 0.9.1 Dawn, version 0.9.2 Phoenix is announced to be released in the next few weeks.
Install the [url=http://wonderwinds.com/hackblog.php/2005/09/18/antispam_rechecking_dawn]Antispam Rechecking Dawn[/url] hack, then recheck all the blacklisted keywords.

There's also a modification to the Antispam rechecker that helps you track down all spam from a single IP, ban any keywords, then add the IP to your .htaccess file to deny all traffic from it:

Yeah, I actually updated my list and keywords, but this morning I got a swingers comment in 7 different locations.
I'll download the software and try it.
