My ISP has not updated its version if MySQL or PHP since I started with them 18 months ago. As b2 progresses beyond Phoenix, am I likely to have problems runnings newer vesrions of b2evolution, or will it run fine on the older versions of MySQL or PHP?

You should have PHP 4.3.0 (but it's only required with debugging most of the time AFAIK) and MySQL 3.xx. We've not yet dropped MySQL 3.x support.
